He explained that there was good reason for the inaccurate weather forecast: The satellite cloud picture and synthesized the forecast delivered by central meteorological observatory, as well as American and Japanese Professional meteorological observatories. It is unexpected that the rainfall clouds were high above the ground and the clouds were so thin that they were weakened by the special topography of the Qinghai-Xizang plateau.
